Interim Charges for House Committees

This week I will discuss the interim charges recently issued to the House Committee on Elections. Interim charges are the issues that the Speaker asks committees to study during the time between regular legislative sessions in order to make recommendations for legislation for the following legislative session. The charges are good indicators of what legislation the legislature will take up during the next session. Legislators rely on public input when crafting legislation, and it is important that they hear from people during the interim.

House Committee on Elections

* Examine the use of Help America Vote Act (HAVA) funds and methods to ensure the efforts required by the Help America Vote Act continue. HAVA is a federal law that was passed in 2002 that provides funds for states and localities to update their voting systems and establishes minimum election administration standards
* Study the Interstate Voter Crosscheck Program, which cross-references voter information between participating states. Specifically, study the results of the program used in other states, how other states use the data, and make recommendations about whether the state of Texas should establish this program.
* Evaluate the Military and Overseas Voter Empowerment (MOVE) Act, a federal law that is designed to help military serving overseas and citizens who live abroad vote in U.S. elections. Specifically monitor the implementation of HB 1129 (83R), relating to a program allowing certain military voters on active duty overseas to cast a ballot electronically.
* Examine online voter registration systems in other states. Study costs and security concerns, weigh the pros and cons of online voter registration, and make recommendations. Review the study by the Secretary of State required by recent legislation regarding moving the date of the Texas presidential primary election, and make appropriate recommendations.
