A few months ago I wrote about the Texas Red Tape Challenge, a unique web-based project designed to enhance public participation in the policy-making process. The website was launched by the House Committee on Government Efficiency and Reform in order to gather public input on how to reduce the burden of state laws and regulations, or provide recommendations on how to make government work better.
This month, the website is soliciting input on several environmental regulations affecting manufacturing activity. The regulations posted include some of the state's clean air act requirements, as well as regulatory procedures required for other types of environmental permits. Each regulation posted on the Texas Red Tape Challenge includes a brief description of the policy, as well as links to the specific state laws authorizing the regulation.Other regulations recently posted to the Challenge site relate to occupational licensing. These regulations include the licensure requirements for code enforcement officers, sanitarians, pawnshop employees, and barbering and cosmetology students.
Lastly, the Challenge is also asking for public comment on a variety of public education issues, including accountability, school start dates, curriculum, and testing. I encourage anyone interested in these issues to participate by visiting the website at www.texasredtapechallenge.com.
The Texas Red Tape Challenge is scheduled to close on October 31st. In November, the House Committee on Government Efficiency and Reform will meet to consider recommendations relating to the Challenge's central focus areas. Those ideas that the Committee adopts will be included in its report to the 83rd Texas Legislature which begins in January 2013.
